Often yes, at least to a good degree. Many of the typical barriers can be improved: type that is too small or inflexible, weak colour contrast, missing alternative texts for images, unlabelled form fields or poor usability on smartphones. These points can frequently be fixed with manageable effort and already bring noticeable improvements.

Where the limit lies depends on the technical foundation. If the underlying structure is outdated or unclean, retrofitting eventually reaches economic limits, and a rebuild becomes the more sensible path.
